About “COINTELPRO” and it’s Purpose

The purpose of the program was, in FBI Director J. Edgar Hoover’s own words, to “expose, disrupt, misdirect, discredit and otherwise neutralize” specific groups and individuals. The program was used to specifically take out  rising unorthodox leaders of the people. The FBI and police used secret and systematic methods of fraud and force to target American Indian Movement, the Communist Party, the Socialist Worker’s Party, Black Nationalist groups, and many members of the New Left (SDS, and a broad range of anti-war, anti-racist, feminist, lesbian and gay, environmentalist and other groups). Many other groups and individuals seeking racial, gender and class justice were targets who came under attack, including Jimi Hendrix, Tupac Shakur (Parkinson 2004), Martin Luther King, Cesar Chavez, over twenty-nine Black Panthers which included Fred Hampton and Huey Newton as well as the NAACP, and the National Lawyer’s Guild”(Cassidy &Wilmer 1999).

Alex Constantine, a political researcher and author, stated in the documentary Jimi Hendrix: The last 24 hours directed by Mike Parkinson that Jimi Hendrix, as well as Tupac Shakur caught the attention of COINTELPRO and became targets in large part due to their association with Black Panthers (Parkinson 2004).

COINTELPRO and the FBI have been held responsible for the murder of Tupac Shakur by his family and father who has publicly spoken and written about it. In 1997, before The Shakur Family positively knew COINTELPRO to be the reason for their son’s death, yet knowing his death was not as the Las Vegas police had reported, his father Mutulu Shakur had this to say in an open letter:


“Our family has not come to any final conclusion as to who killed our son, Tupac. Nor, why he was killed. His murder and the death of Yafeu “Kadafi” Fula son of Yaasmyn Fula and P.O.W. SEKOU ODINGA a month after Tupac, and the senseless murder of Javana Thomas the daughter of Freedom Fighter Innie Thomas and the late B.L.A commander JOHN THOMAS has our family and extended family in constant grief as well as searching for the truth in all matters. It has always been our position that with no investigation, no right to speak or act. We are continuing our investigation as to determining the truth of all actions and the matters associated with reasons; thereby determing our actions….
AFENI and I have never supported a Crip vs Blood feud as presented by the Las Vegas Police concerning our son’s assassination.”

In 2003, Mutulu Shakur published another open letter, this time publicly pinning the COINTELPRO operation, and whoever used the operation as their mask, with the murder.

Below, Mutulu Shakur discusses his open letter in an interview on Allhiphop.com:

“AllHipHop: Can you tell us how it affected both Pac and yourself when your family was on the run from the F.B.I.?

Mutulu Shakur: From the very beginning of Tupac’s life, our family has been a target of the Cointelpro. Members of our family were hunted, prosecuted, and murdered just because we struggled for our peoples human rights. It’s something he had to adjust to.

AllHipHop: On your website (www.daretostruggle.org) you posted that you hold the Cointelpro responsible for Pac’s death. Can you break down who the Cointelpro is & their motives for possibly harming Pac?

Mutulu Shakur: On our Dare To Struggle CD we break down the Cointelpro and it’s relationship to Hip-Hop culture. Your readers should get the C.D. The Cointelpro is low intensity warfare headed by a division of the FBI waged against Political objectors. It’s intended goal was and is to prevent the rise of a Black Messiah.

AllHipHop: I guess that could definitely be a possible motive because Pac really had a gift of touching the masses, he was kind of hip-hop’s messiah.

Mutulu Shakur: That’s why our people, especially young Black people believe in the spirit of Tupac. The Counterplot’s intent was and still is to keep Tupac’s message disrupted.

On the websites, including the one mentioned above where Mutulu Shakur finally posted this open letter holding COINTELPRO, its creators and operators publicly responsible, both the websites and the letter have been dismantled. See for yourself:

Fred Hampton

Chicago police and FBI had been watching Hampton since he was 16, as well as surveiling the BPP as a whole, in general for years. Hampton was shot on December 4, 1969 at 4am in his bed in his apartment, laying next to his pregnant and long-time girlfriend, Deborah Johnson. Fred was only 21 years of age and was absolutely considered a rising star amongst the people, and the glue that held together the BPP, which is exactly what COINTELPRO targeted. Countless court cases and decades of lies passed surrounding Hampton’s death before evidence of his death being COINTELPRO orders surfaced. The FBI held records and information from Hampton’s family and lawyers as well as the public. For a long time, Fred’s death was attempted to be played off as his fault for talking about treating police violently, making police feel threatened him. It was a long, brutal fight before the truth came out but with the help of the People’s Law Office (PLO) who tirelessly worked as The Hampton family’s lawyer, it finally did. Fred was drugged by an FBI informant who was surveilling the Chicago chapter of the BPP and Fred for about two years. At Fred and Deborah’s apartment the night of December 3rd, the informant William O’Neale drugged Hampton with a strong barbituate called Seconal. When the police raided the apartment the following morning at 4am, they forced their way in, shot all panther members and security for Fred and Deborah in sight. After making their way through the living room and turning to go back into Fred and Deborah’s bedroom, the police began shooting through the bedroom door, as well as shots pouring into the bedroom coming from outside, in all directions. A panther member who was sleeping in Fred’s bedroom yelled “We have a pregnant sister in here!” and the shooting seized momentarily. Two police knocked the bedroom door down and grabbed Deborah who was attempting to cover Fred with her own pregnant body, trying to guard him from the hundreds of shots coming from all windows. There were so many shots being fired and bullets piercing the bed, Deborah recalled the mattress feeling as though it was vibrating. Fred was completely unconscious, and no matter what Deborah did he would not wake up. So her last resort was to try to guard him from the shots. The two police grabbed Deborah off of Fred and put her and the other panther member in the bedroom into the living room, and started back for the bedroom. Saergent Daniel Groth shot Hampton twice in the head, dragged his body onto the broken down door of his bedroom laying on the floor and carried his corpse out like that for all the panthers to see. The police could not have been prouder of themselves, as the picture below will reveal. This is a real, literal example of a modern day “lynching,” ordered by the president and executed by FBI and police. COINTELPRO’s purpose was to eradicate “rising messiah’s in the black power movement” and “neutralize” (to make ineffective or disband) groups such as the BPP and were under the President’s orders. (Haas 2010).
